this is honestly one of the hardest things to deal with
alcohol isn't illegal so you can't just call the cops on him.
have you tried asking him/her to quit? let them know how much it's changed them. He's likely to take it bad, but you need to tell them that they're not the only one affected
If it affects you in a negative way, voice that.
If it doesn't, it's his problem, and you should shut the fuck up.

Yes he knows. We have confronted him about it. But that didn't do anything, now he only drinks in secret, but it's always really obvious when has been drinking

Ask him to run a lot of errands all the time.
Chances are he'll get arrested for drunk driving eventually and put in rehab.

That last one is his emotional trigger why he started drinking in the first place. About 6 years ago he got caught driving with to much alcohol in his blood, they took away his driving licence and so it started.
