they can give you information like who owns it or if it's even registered
they'll look it up in their database and if they're dumb or gullible enough,they will tell you who the owner is and possibly the location of where it's registered to

As a former agent at Safe Auto, I'm not even sure they have access to those databases.
The most I could ever do was determine make/model from a VIN.
What I would do is call your local DMV and use a story like what he suggested. A little social engineering can go a long way.
