Need to choose a new computer

So my computer is really, really REALLY shitty. I get infuriated when people complain about their PCs and I find out they have a PC that's godlike compared to mine. This one doesn't have Pixel Shader 3.0, which pretty much EVERY game requires in order to run.

Anyway, I've stuck with this thing for several years now. It lags while playing the first Deus Ex (2000), crashes Morrowind, and most games can't even start because Pixel Shader 3.0 is required. I can be satisfied with anything that's even slightly better than this, but I've decided between three choices now:

If there's anything better, tell me, but I want to know which one of these is the most worth it. Can any of these run a game like say, Overwatch? I really don't care about graphics and I would play everything on the lowest settings, so don't worry about that. I just want to know which one has the best price-performance, thanks.
Also, is there no better board for this? I'm pretty sure /g/ said that "/g/ is NOT your personal tech support team or personal consumer review site." Anyway, I'm counting on you guys, please help me chose. I want a balance of price and performance.

The cpu comes with a thermal paste pad pre installed. The stock cooler with the fx 8350 is pretty mean I still use it today. The rx 480 is meant to run hot. You could buy one of those tower cooling fans for rooms and put it in front of your computer. That keeps my rig at a good 60 degree Celsius on max load

The rx480 costs a lot... People say it can run games on ultra at 70fps, but I'm not interested in good graphics at all, I don't mind playing on the lowest settings. Isn't there something cheaper and with less performance? Actually, same for everything else, is the processor as good as the graphics card? Because I don't need something that good, I just wanna play games for the gameplay, so not being able to put settings on high doesn't bother me if it means saving lots of money.

Like I said, I've had this terrible PC since a long time. And it was also my father's, and he just wanted to have a computer, there's no way he'd build one. I just got this PC from him since I used to use it all the time. Besides, picking out parts is still a nightmare. I have some knowledge about specs but I'm not that great, and it's all pretty confusing. That's mainly why I didn't want to build a PC and why I asked for help. I wouldn't be here if I was good at this, would I?
