IP addresses take a while to expire, so your computer uses the same one no matter what network you're connected to.

Every time you connect to your ISP you get a new address unless the ISP allocated you a static address. IP bans typically ban a range of IPs where you're likely to be because of this.

As for wat do, live out the ban, use a proxy, change ISPs. Or live out the ban that you probably deserve and reflect over your actions :-(

That depends on the ISP's setup. Nowadays it's pretty common to assign someone a single IP for a longer time (networking jargon calls this a "lease"). When the lease is up, your IP goes back into the pool and you pull another one, which might by coincidence be the same.
