My classes start in 11 days and there's a time listed for them, but what on earth does it mean if the class location is still TBA?

They haven't decided on a classroom yet, probably because it will depend on how many people register.
Register for the classes you want. If you haven't gotten a notice of classrooms by 3 days before, phone/write/email/visit the department office and ask.
It's no big deal, and goes on all the time.
