It depends of the context surrounding the guy (he's depressed or something) if you can gather that info then you should elaborate an answer with it so it would be less painful or maybe even won't have effect and he will stop

I would recommend being upfront about it. Step on his toes. Don't be a dick, but establishing your boundaries definitely includes stepping on some toes. It might FEEL like you're being a dick, but you have a right to establish boundaries. However you decide to word this, just make sure that you are FIRM AND CLEAR that you do not want to hang out. Otherwise, they will continue to persist. I recommend something like:

"I'm sorry I wasn't more upfront about this, but I'm not interested in hanging out with you. Please don't text me asking about that any more."

Boom. Done. You don't owe him a reason why, and if he asks why, just ask that he respect your request and not bother you any further.

OP is clearly concerned with the manner of approach because this person is in one of their classes and they will continue to see this person for the remainder of their time in that class, and potentially around their campus. Not everyone in the world will like you or be around you. That is everyone's own lesson to learn and if you're still struggling with that fact it's not others' responsibility to tiptoe around it.

I had this happen to me so many times... the truth is anon, some of these guys are actually creepy autists. They don't realize how desperate they are being and they just don't get the hint. It's worse if they aren't good looking and it just grosses you out, makes you feel shitty and annoyed every time they start talking about wanting to hang out outside of however you guys know each other. I literally had to tell this kid that was texting me like 5x a day that if he continues his aggressive behavior that I will be forced to block him...but we can still be friends because I'm a nice person aka I'm here if you need advice, casual convos or some low level help but otherwise PLEASE STOP TALKING TO ME!! Just be forceful as fuck then add a nice comment so that you bounce their ego against the hard concrete just enough to not cause any damage.
