Like I said, the situation will continue unless you change your response. So here's what you'll do.

1) Gather up your family and explain that your brother might have problems he needs help with.
2) CALMLY tell your dad that if that were teasing then it'd be more widespread. Since it continues despite how much obvious misery it causes you, it'd a harassment.
3) Get a tazer and use it strictly on self defence. Keep it on you at all times and be careful not let your brother wrestle it away from you or to steal it while you're showering or sleeping.
4) Warn (not yell or threaten) that you'll go to the police. Warn only once. Actually go the next time.

Should you choose to taze your brother, it's important to not flip and instead continue what you were doing like nothing happened. That'll get the message across that this the new norm. Touch=Pain.
