Is it better to create a resume from the ground up, or can I use a free resume builder? If so, which one should I use? Any other advice is also appreciated.
write your own resume but read some guides first if you don't know how, google is your friend

just make one but make slight changes to it depending on the job you're applying to if you feel its appropriate, usually I'd just leave it the same and change the cover sheet though

Most do, they consider both your resume and cover letter together, especially if there are many applicants

Only if it's a shitty one. I'd say you have to write 3 or 4 before you get good at writing them too.
