Pure helium is hard to find as a consumer nowadays. Most consumer-grade "helium" is actually heliox: 80% helium, 20% oxygen. Scuba divers fill their tanks with it sometimes, which should give you an idea of how effective the stuff is for suicide.

The most efficient way to get carbon monoxide is to burn organic matter. This doesn't get you very pure CO, but it's pure enough for this purpose. However, as you've already noted, it carries considerable risk to people nearby.
