What is this and how do I get rid of it?

That looks like a form of razor burn, you're either shaving too roughly or your skin is just sensitive

Use lotion on your face after shaving, shave with cold water instead of hot (Sometimes helps) and just drop the money on a really nice expensive razor, it'll last you a long time and won't fuck up your face, it's worth the money.

Thank you, I thought it was from shaving. I use an electric rotary razor, I'm going to buy a foil type instead.
