The advice I will give is to ask her while she is engaged and interested, not after the fact. However, the reality is that if the girl truly is interested in you then this won't make a big difference and she will say yes either way. I had a good convo (over text) with my current gf and took me a while to ask her out but once I did she said yes regardless.

Also, if she says no and that she is busy, she will reschedule if she is interested, that's what my gf did on our first date, she actually was busy at the time. But if she does not try a reschedule then it means that she is rejecting you.

I want to lay out a conversation platform out for you, but I'm lazy and you shouldn't be this clueless. The goal right now is to get her number. Once you've got her number, send her a teasing text like
"some weird girl just gave me her #, she's pretty cute though :)"
Follow up with some more convo and then when you truly feel the time is right, be honest and bold about your intentions.
