Is uni a friend where you make friends? Or is it just people to party with? The friends I have left in my hometown are all NEETs and I'm contemplating doing one or some more years in the army just because I'm afraid of not having any friends that are fun once i get home

You go to uni to meet people desu. You can bascially learn all the skills online or with text books reading them alone. University puts you in a situation where relationships and connections are made.
