Keep in mind this product is often sold by traveling commissioned salesmen in the street. They offer "deep discounts" to entice buyers to buy an entire case rather than just one or two cans using high pressure sales techniques. Iirc the pricing is something like $20 a can or $150 for a case of 15, which would explain possession in quantity.
