Something strange happened outside IHOP today and I don't know what to make of it. Wondering if anyone here has any insights.
So I left the restaurant with my friend after having eaten my meal, and a man approached me outside the restaurant. He claimed that he was from the department of health, and asked if I would give him my itemized receipt for $5. I took out one of the copies and handed it to him, and asked "you mean this?" but he said no, I need the itemized one. So I fished in my pocket for the other one and let him see it. He said normally he would have his ipad to photograph the receipts, but in this case he forgot it at home and so he would need to just keep the receipt. He said he would give me $5 for it, and patted his breast pocket with a smile, though I never saw the money. Something seemed very odd about the situation so I declined his offer and left.
Could this have been some kind of scam? What malicious activity could anyone do with a receipt from IHOP? What would the department of health be doing collecting receipts?
The man was young, maybe mid 20s. Dressed well in a full suit. Indian
This is pretty obvious, but no government organization would ever do anything like that. It was probably a scam to fish emails and account information.

Scam city. Maybe those PoS systems are printing too much information from credit/debit transactions on the receipt and he knows it.
All too often when payment methods are used to verify account access, they ask for the last 4 digits...which are the ones most often printed on receipts. They X out the others and openly print the most dangerous ones.
it's a scam, I'd call that IHOP and tell them about the incident so that they can escort that guy off their property if they see him

If it was a credit card transaction he might have some way of getting your data.
He might be on an expense account and need receipts for meals so he'll get paid back.
He might want evidence that he was there at that hour, as an alibi.
He might be planning to sue IHOP for poisoning him with that meal.

Always always ask for identification if someone claims to be from any offical sounding Department or Agency

I think I'm going to call the police non-emergency number now and tell them that I think a would-be identity thief is attempting to scam me even now, and could they come over to protect me and maybe and ask you a few questions.
