I believe UE4 has some kind of premade code thing (Blueprint is what its called I think) you can use to piece together some stuff, but (having no experience with it myself) it would probably still require a solid knowledge to turn in to a game. That said, I hope you work on it and it becomes a fun hobby for you.

Read a Book Of Lenses, try making something simple in a less complex program like Impact first though.

The key to making something like that would be proper organization. If you don't have everything planned out at the beginning you're likely to rabbit hole or end up Sudokuing over feature creep.

For example I've been considering a LotSS/Paper Mario spoof where you play as Vivian and go around fuggin other papery game stacks, even a simple team-based battle system is more complicated than you'd think if you've never made an engine before. It blows up VERY quick.

I think the biggest problem with creating a shortstack race is that "they're short" is already a very common fantasy-race feature. The only thing I can think of to make them unique is having them be highly-exaggerated versions of human sexual dimorphism, where all the females are shortstacks, but the males are big and muscular, like orcs/trolls.
