Thing about this is that you can feel that there's a darker story behind it all. We have a voyeur, kidnapped women, all these escaped rapes and a beginning in which the protagonist is uninformed or only partly informed. I guess the ending really felt underwhelming.

I think you mean a story where the protagonist was seeking her lost sister all along and infiltrated the enemy lair to get her back, and then realized the 'villain' was just a trapped as everyone else.
