They're aware of the temptation. They want to fuck each other. The thing is that Link is ignorant of its true nature and Zelda isn't sure where it ends and her real feelings begin.

Link thinks it's just normal lust. If it seemed abnormal to him, he'd be suspicious, he'd back off and be on guard. But it doesn't seem abnormal, so he's relaxed, and because he's relaxed he has that much less reason to resist giving the princess that forbidden premarital sex she's asking for.

Zelda, meanwhile, knows that she gets like this once every month, and she knows what the consequences for giving in are and she knows she can't do it. But she already likes Link for being himself, so she thinks that maybe it's not so wrong for her to give in at long last if it's with him. He is special to her, after all.

Think of it like this: if you see a briefcase full of money with flashing neon signs pointing at it, you will immediately become suspicious and start looking around for some sort of trap or trick. But if you see 20 bucks lying on the ground, you'll pick it up without even thinking about it unless someone specifically told you not to, and even then you might just pick it up anyways.
