Why do western devs always put so little effort into RPG Maker games?

I know it's not that the engine is limited. I've seen the Japenese do some pretty inventive things with it.
But western dev's just don't seem to care. I thought maybe some of them were using it as a platform to showcase their writing in hopes that somebody who knows how to code would take them on to work on a bigger project, but the majority of them write at a fourth grade level.

Interactions with heroines can lead to other things besides sex, yeah, I wanted to make that a big point of interacting with them. Having played The Dark Lords Trip, I can now see how RPGMaker games can not be shit.

There isn't much content to speak of, but the point and click nature of the game combined with the high character movement speed overcome many of the issues I've had with with other games on the engine. As for the graphics, custom or default, the world looks pretty good.

Malise and the Machine runs 1024x768 in VX Ace, has a completely revamped mapping system and shading system, fixes a host of issues in the actual RPG Maker system, has a switchable active/passive battle system with true grapples and escapes, has an improved sprite animation, fixes map movement along stairs and edges, and more. None of those are more customized. They might be better games, but in terms of customizing RPG Maker, they are not more advanced, and some of them are not even advanced at all.

Drop Factory, Arms Devicer, Ariadne, Hypnosis? Those have like a few menu scripts, a battle hud script and some miscellaneous fixes. Sangeki has some more in depth battle customization, but it still falls way short of MatM, and that's not including the other major improvements. Mature Quest? What is custom about that?
