I was always under the impression that the big thing was Reverse Mabel being hot and wearing sexy outfits and the strong incest overtones. But mirror and rule swap AUs are just popular a lot so that might be all it is, and evil versions of good characters. It also has a really striking blue color palette though (see http://gravityfalls.booru.org/index.php?page=post&s=view&id=41020) and I have a feeling that's a big reason there's so much fan art of it from overseas, the color palette and outfits.

I think it has something to do with certain countries passing laws about how even fictional images of characters of canon underage, even if they're depicted as adult in the specific image still being considered child porn.

Surprise surprise that's the UK for you. I think it's this parts of the coroners act 2009 that does it:
Meaning of “image” and “child”

(1)The following apply for the purposes of sections 62 to 64.

(2)“Image” includes—

(a)a moving or still image (produced by any means), or

(b)data (stored by any means) which is capable of conversion into an image within paragraph (a).

(3)“Image” does not include an indecent photograph, or indecent pseudo-photograph, of a child.

(4)In subsection (3) “indecent photograph” and “indecent pseudo-photograph” are to be construed—

(a)in relation to England and Wales, in accordance with the Protection of Children Act 1978 (c. 37), and
