How? Overwatch isn't very story-oriented. These little comics they release are tidbits. Vignettes. They don't have overarching stories. Their very purpose is to establish and explain things about the characters, which is what was done here.

Really, what's the alternative with their current model of world building? Having Tracer just start complimenting girls in-game out of the blue to build the idea that she likes the same sex into the fandom, more than the majority of her fanart already has?

Was it calculated? Maybe. But complaining that it "wasn't done organically" when that's not a possibility with how Overwatch's loose "Story" is structured is just kind of silly.

It kinda fits though, all the Overwatch characters are kinda designed to be generic stereotypes that say annoying cartoon lines, but the fact that all these anime, video game, comic book stereotypes have gotten together in one polished game is what makes it interesting.
