First of all the good stuff:

1. As I said, love the setup.
2. That show's theme song rhymes and is written pretty well. Things like that give me enormous trouble, so props to you for pulling it off.
3. I like that Mary took "etiquette" courses, but they were vague in some parts and tried to downplay the oddities of the city. That and the attractive pay are necessary to explain why Mary would ever go to the city.
4. Her sarcastic, arrogant attitude is relatable, but could get grinding if you do it too much.

Things you could improve (some of these are highly subjective):

1. The name of the city. It feels a little on the nose. However, I expect it will be mentioned by name less as the story goes on, so I don't think it'll be a big problem.
2. Run-on sentences. You had a few that stretch over nearly three lines, and Deviantart already stretches text pretty wide.
2.5. You mentioned the job pays $10.000. Since it's supposed to be a lot, according to the story, I think you meant $10,000, lol. I do that sometimes too.
3. Personally, I think 4000cc is overdoing it a little, but if that's what you want to go for, I can get behind it.

Suggestion: If you ever get that far, I'd love if the elections that you allude to in the prologue assigns weighted votes to citizens based on their implant/cup size or something similar.

Really, the issues I had were small and mostly a matter of taste. I subscribed to updates (though I'm not on Deviantart much) and hope you'll continue the story!

I would check out /ic/, and look around if they have any tutorial threads up sometime. I filtered the term "tutorial" to show up on the top of the catalog.

It pretty much gives you a load of photograph poses of either males or females, or both, and your choice of nude/clothed. Set a time limit you're comfortable with, open up your sketchbook, and just sprawl out the figure. Over time, you'll figure out "shortcuts" or techniques to make drawing stuff like hands and heads faster.
It could help with learning basic proportioning.
Another great practice would just be drawing random 3 dimensional shapes. Cubes, spheres, cones, pyramids, and other kinds of polygonal shapes can teach you a lot about 3D space in art. Flat drawings look boring and uninteresting, but drawings with a sense of 3D space is always more aesthetically pleasing.

I would try to stylize your art after you get a grasp of figure drawing and proportioning. Take influence from generally appreciated drawing styles or your own preference to your art. Just make sure it looks alright to other people. I used to have an issue where my art looked alright to ME, but people told me it didn't look very good to them. Never go up your own ass.

Stacked Publishing is also commissioning a bimbo tf game off their bimbo series. The premise is an procedurally generated island survival/water ballon fight.

Amazon gives a free trial of Kindle unlimited. You can scope out a few titles that way, but remember to cancel after 30 days (they automatically turn it into a subscription if you don't).

This might be bias, but I'd say your stuff tends to be better than the writers I've come across on there, but I might not have gotten a large enough sample size for judgement. Not to mention it's hard to find stories with fetishes you want on there.

Very rarely that stuff goes up somewhere. I found a few fetish stories on Empornium by an author called Tabitha Kohls and my God was it bad.

As the other anon said, your stuff tends to be better, but of course there's a plethora of writers on Amazon. I'm sure there are some hidden gems there just going by law of averages. Most of them though are authors that churn out a 3,000 word story a month and ask three dollars for it.
