Felt similar while I was doing the TL, I guess he's trying to leave enough space for possibilities since this company is apparently the same from the other manga he's doing, so a lot of convos are pretty ethereal and lack the depth to bring clear concepts to English.

Well that part comes obviously after the CEO granted Elma's request for a reformation.
So my guess is that the others divisions suffered a lot of changes, perhaps people even being laid off (this is just my speculation, as I said this chapter had a lot of ethereal dialogue).
I guess the black marks are just things like tardiness, or minor faults.
