of course it all depends how well both know their opponent's ability
but in the circumstance that they both had full knowledge of how each other's stands worked, neither would be willing to activate their ability first
in that case, I'd say SP's higher combat stats would drive Diavolo into a corner, forcing him to activate a time skip in order to avoid something, allowing Jotaro to counter attack

Since KC can predict 10s into the future and skip that same amout, that means that by skipping time he jumps into a future unknown to him. It is immediately after that time erase that he is "vulnerable" to suprise attacks.

Pretty fucking easy, actually.
Just use a ranged attack that lasts longer than ten seconds.
For example, shoot him with an automatic rifle from a long distance, or from the sky.
He'll be able to erase ten seconds, but he'll get killed after that. And since KC is a short range stand, he won't be able to counter attack.

A shitty stand like the Sun could have done him in.
