I wouldn't be surprised that Actas might have been the ones looking for a buyer. They are just too small and inexperienced to survive.

Regardless, it isn't Actas that made GuP good. But Bandai has money and influence, so they can probably reliably hire Tsutomu Mizushima for future series.

As many people noted, Bandai was already one of the IP owners of GuP. They help funded the show as a committee member.
It is very likely Bandai wanted to make more GuP anime, but realised that Actas as a company is unreliable due to incompetent leaders.
Now, nothing stops Bandai to just hire some other studio for future GuP series. Or even just get Sunrise to do it. But clearly they know that there are good people in Actas who are usable. And why change the animation team if you don't have to?
By buying Actas when they were struggling, Bandai obtained them at bargain basement price. And making them a subsidiary ensures that Bandai can send their own people to oversee Actas and keep them on schedule.

It is very important to note that Bandai didn't "buy" GuP's IP, they already own much of it. But it seems they want to avoid any disruptions by keeping the animation staff for future shows.

I mean, the alternative is to have someone else make GuP2, and it would be sad for Actas to have the IP handed to someone else.

If they did change the studio and they decide to take liberties and tweak the artstyle a little cause they're a different studio and all, they risk alienating the fanbase and sinking the franchise.
Easier to just buy actas and keep it as is.

Experience that relates to working for someone else. Actas struggles when they get put in charge of things. So it is clearly a leadership and organisation issue. The employees doing the actual work is good, but the central planning sucked. This is why Actas is worth purchasing, you keep the normal employees and clean house with the leaders.

As we explained before, Bandai had been funding the show since the beginning. The likely reason that they bought Actas was because they were worried about Actas going under, potentially disrupting GuP production.

If Bandai wanted changes, they would have already made the changes. They were the ones who hired Actas to begin with. All that is different is that we no longer have to worry about Actas surviving another year.

Bandai is pretty chill too, as a publisher that is. They're responsible for marketing a lot of Japanese shit into the US, albeit with a lot of really cringy as fuck commercials especially all those Dark Souls 3 ads.
