I had no problem with this scene. It wasn't even that long. I imagine people that think it is too long don't watch much of anything else because scenes with little movement similar to this aren't really that uncommon in movies or even TV shows.

Anime in general doesn't generally have sort of subtle movement to mimic how people aren't completely still in most situations so I'm not sure how people want this scene to be more animated.

I haven't watched any of their stuff in a while but movies have such higher budgets than TV shows that that makes sense. Even TV shows that don't have bottom of the barrel budgets typically have lots of this still scene stuff even if it's not to the same degree. Their lips might move (and I remember Asuka's lips moving in this scene) but it's still pretty static.
