Kishi even addresses in one of his interviews that many people saw Sasuke's relationship with Nardo and their supposed brotherhood as the as the actions of a couple of lunatics.

Sasuke initially had a legitimate grievance, that of going and avenging his clan. He was beginning to be less of an asshat when he was provoked by Orochimaru, causing him to place personal power over that of power of friendship. He was the number one genin of his year, so having some retard constantly outpace him frustrated him. Betraying his country seemed to have been an okay idea, as he became legitimately dangerous.

His flip flopping after the defeat of Itachi is a sign of just bad writing. Remember when he goes to capture Bee, and when his team is attacked he flashes back to his old team 7, prompting the activation of his Amaterasu? Why does he proceed to abandon everyone during the Samurai country arc right after? Even a throw away line of him saying that he must make sure not to form any new attachments accidentally would have been enough. Deciding to help the bad guys, or be neutral, or help the good guys, none of it is really justified. After Itachi's death Sasuke resolves to use Akatsuki for his own goals, but he conveniently gets to fight alongside his zombie brother. All he accomplished was crippling the Raikage and killing Danzo. Sasuke no longer needed continued development, only to react to the plot.

The problem is not that people can't identify the plight Kishimoto was trying to portray with Sasuke's character, but the fact that he did it terribly. Itachi's relationship with him is seen as entirely antagonistic from Sasuke's point of view (and the audiences's) since his introduction up to the moment where they have their last confrontation, after which Kishimoto's flip flopping with his character makes their conflict a complete stretch on the audience's good will and suspension of disbelief. How are we supposed to believe that given Itachi's actions his love for Sasuke was genuine and with his best interest in mind? he killed the rest of Sasuke's family too,remember? or is filial piety not extensive to them too? the problem is TEERIBLE writing, not whatever intention Kishi had.

Moving on to the only other relationship that had any importance at all for Sasuke's character, we have his "friendship" with Naruto. This one is so badly developed and unjustified, that Naruto's fervor for Sasuke is still viewed as a joke by the fandom at large, starting with the fact that they directly interacted on a regular basis for just a few months before Sasuke's departure, but it was supposed to be enough to warrant Naruto forgiving several betrayals to their village and murder attempts on hs person. The entire reason Kishimoto introduced the Indra/Ashura transmigration subplot was precisely because he knew their supposed connection was extremely weak and poorly represented. Finally, after Itachis's defeat Sasuke's character becomes a narrative pendulum that changes allegiance and character traits basically every month, since Kishimoto knew he needed to have a final confrontation with Naruto, but he didn't know how to get them there.
