Anyway, what I do not understand is the people who say the series went bad after Norman left, as if he was a great character. Even if he was with the others, everything would still be bad. And why? Because what ruined the series was the exaggeration of keikakuing. 51 chapters and no stakes.

Yes but that's you, anon. You know a lot of people don't look that deeply into things. They see a character loving another and they root for it and that's that. I'm not saying you're wrong or anything but people do buy that sort of thing. Just a quick search of his name on nip twitter and half of them talk about his love for Emma.

I don't think Norman's characterization is great but I still want him back purely because I'm curious what happened to him and what role he could possibly take from here on out. Like would he just stay the same, waifufagging and plotting and nothing else? Or would he actually get some personal goals that aren't just related to Emma? If he can't change that radically, have him do something morally questionable that puts him on the spot with her or something. Make some conflict where he can grow as a character - individually but through her.
I don't know, maybe I'm too hopeful even though I don't think Ray's characterization is stellar either. Emma's pretty good but one good character doesn't cut it.

I find myself at odds. On one hand I want the tense moments and high stakes to come back so we can get the characters to do some thinking, planning, and playing multidimentional chess. On the other, I want some slow moments so the other kids can be fleshed out.

What do we know of the kids other than Ray and Emma (And to an extent Gilda?) Next to nothing. Don and Anna come close to having a few character traits but that's it. The rest of the kids are just that. Kids.

I think they should just leave the smaller kids behind at the base (if it's trustworthy) whenever they go out to do something. Take Don, Gilda and Anna since they've said more than two sentences and focus on that smaller cast. As it is, it feels like a way too ambitious goal to develop all these small children when they probably will have a ton of shit to do so cut the amount of them down and focus on what's left.
Adult characters should be easier to handle if more come this way.

I think it has a way of balancing both. See Urasawa's stories, for example, tense thrillers with great characters.
