S1 was a parody of SF in a sense, it was a what if all those science fiction books you read were real. When Makishima was quoting stuff from books that the show is influenced by it was the height of absurdity. In a good way.

S2 wasn't by S1's staff, so they had to recreate it by imitating it, so we get S2 referencing S1, referencing books. As well as referencing the movie which didn't even happen yet.

It's not a good way to write a sequel.

Without them you literally get a Mary Sue MC, a bland cast (since most of the cool guys died in S1), and a poor man's Shougo.

There was no need for second season for PS. See, I picked up the novel, like a complete idiot and when I finished it, I realized the biggest problem with Ubokata is that his ideas, for the most part are interesting to a degree. An example of this would be the character of Togane. However, his execution is almost always mediocre at best and over the top with it's edginess.

I mean, Togane being a puppy killer? That shit was just pure edgelord. The best way that they could have done it was that Togane got the highest Crime Coefficent, not because of his actions but because he learned about the system, due to his proffesssion and his connections to those who created it. As he learned about it, his crime coefficent rose and he eventually gained the highest one.

His whole 'colouring' inspectors black could have basically been Sybil's way of getting rid of those who they deemed being dangerous. It was his 'use' in society. His imitating of Kogami could have also had a lot more importance storywise. It could have been his way of worming himself into Akane's heart or it show what Kogami could have been if he had stayed with the system. Obeying it, but secretly loathing it.

She is jealous of Akane and tries to sabotage her. However, in her attempts she accidently figures out Sybil's judgements are made. She becomes a willing puppet of Sybil and gladly does whatever it desires.

Essentially, her whole arc in season two was made to mirror Akane's character arc in the first season, with Togane as her Kogami. Of course that feel flat, because the writing was piss poor and Togane had more of a relationship with Akane then her.

There is this, but I think another thing that makes Urobuchi not actually edgy is how human his characters are. Look at episode 1 of PP S1. The most dark thing to happen there is that a rape victim is deemed mentally unstable by the Sibyl System and put to death. What you said about Urobuchi letting good things happen is true here, with Akane successfully protecting the girl and calming her down enough that the system stops considering her a threat. But beyond that, the characters react in very human ways to this. It has a clear effect on their psyche, and episode 2 has a full scene where Akane and Kogami question the morality of the situation and their own actions.
Now take any dark scene Ubukata wrote in S2, the one with all the naked hostages running about and exploding, the one with the little kids ignorantly controlling attack drones and mowing down people while thinking they were just playing a game. You get the idea. The characters never properly react to any of these scenes beyond just being like "Meh, bad shit happens." The writing is trying so hard to make everything edgy and shocking that it makes the characters completely inhuman.

Shiotani keeps hinting on that on his twitter but they actually released some stuff to keep fans busy, there was the game, the movie prequel audio drama, the genesis LN about the first days of Sibyl and of course the mandatory pachinko.

Problem is for S3 to exist it will require 4 people to be free, the chief director, the director, Fukami and Urobuchi. If they're not all available we get S2 B staff.
