Carpet bombing the palace would be like carpet bombing the White House. The government decided to have the Hunter Association, which is privately owned, deal with the threat so they could blame any collateral on them and deny any involvement.

Many reasons. Also not something guaranteed to work, due the unknown nature of Nen that his Ants could have. A bomb might be intercepted or just blocked if someone knew it was coming. That is why Netero used a bomb in a way so unpredictable that no one could have seen it coming, and it was only after he made sure that the King was alone, so no one could help him.

The grounds of the palace had countless web nests countaining thousands of innocent citizens ready to be eaten by the Ants.
That's why Meruem had to be lured away before using the Miniature Rose, to prevent collateral damage.

The Hunter Association knew the ants developed Nen, so unaccurate carpet bombing could've been ineffective/dealt with it

Also, the world of HxH is not a vacuum or simple, if a private association would've carpet bombed a nation, be it North Korea, no matter the excuse the backlash would've been gigantic

Finally, only the higher-ups of the association and few other people knew the real threat of the Ants, so many didn't give two shits about the whole issue

eventually they did solve the problem in a quieter way, by nuking the king (and only the king) using a bomb that's usually used by terrorists

carpet bombing is less reliable than sending hunters. Zeno did as much damage as bombs with just one attack.

Say the ants were like actual ants and buried deep underground. Then your bombing does nothing and they are now on high alert
