Nanoha is a glorified cop whose specialty is shooting big lasers.

Sakura at the peak of her power (after the series but before she gives away the wand) is basically an interdimensional wizard-god. She wouldn't defeat Nanoha by shooting a bigger laser than her, she'd do it by locking her mind inside a mosquito that she'd crush, twisting the space around her into an infinite maze, having the shadow inside her throat asphyxiate her from the inside, or just straight out erasing her from the existence.

It's not really a fair fight in any way. One of those characters is a mid-tier Gundam dressed up like a magical girl, and the other is an insane personification of the traditional fantasy wizard archetype.
