Judging from ONE's answer, Garou is actually more likely to win that one. He's decisively stronger in hand to hand and Boros relies on that a lot. Perfect Monster Garou also has armor, regen and outrageous mobility to contest with Boros' space kit. That's not counting his weird adaptation skills. Boros' cannon is a last resort move that requires quite a time window to set up and is not guaranteed to even go off as a result. Garou's only trouble is Boros' regen basically, making it a battle of attrition.

Speaking of mentality, for the most part Saitama treated both Garou and Boros casually because his main goal in life is to have a fun fight and those guys did give him a glimmer of hope. Boros would most likely consider Garou the worthy opponent from the prophecy. Garou however has a completely different attitude when he fights monsters: he simply fights to kill. Saitama of course dumpstered the two because he's Saitama. He disoriented Garou and utterly obliterated Boros without even connecting his final punch.

Raoh is more akin to Garou though, but more justified in being the Monster above Monsters in an era of pure chaos.

This basically confirms that Boros holds a significant advantage in terms of speed and strength to even out the fight.

Like the other Anon pointed out, the webcomic shows that Garou isn't really equipped for aerial combat, the experience of constant freefall is disorienting to him, and even if he could get his shit together and get his bearings - he wouldn't really be able to use his martial arts, since they rely on leverage for power and mobility.
Thing is, once Boros hits Meteoric Burst the fight will be 95% Air.
In the air, with Garou's martial arts rendered null and void, Boros will be able put his greater power to a good use and start getting some heavy hits in.

Also, contrary to what some believe - Garou is an regenerator.
His outer monster shell, composed of guts and debris reforges itself upon damage, but there's no indication that the Man inside does. If Garou survives Boros going to town on him and makes it through the initial exchange without being murderkilled, he'll probably invoke the power of asspul and adapt SOMEHOW to aerial combat.

Afterwards it becomes a battle of attrition between the two, with Garou getting more and more edge on Boros due to the power of asspull.
Boros will inevitably go for the Super Kamehameha in desperation.
If he manages to get it off - rocks fall, everybody dies.
If Garou manages to interupt him and abort the attack, Boros ends up in a critically exhausted state, since that shit is stated to drain the entirety of his reserves - Garou can just walk over to him and knock him over with his pinky then.
