I cannot fucking comprehend why on earth Cell wasn't revived

I cannot fucking comprehend why on earth Cell wasn't revived instead of Frieza, or at least CONSIDERED, from a narrative perspective. Obviously the answer out of universe is marketing.

>Goku should logically have way less ill will towards Cell, even if Frieza gave him a better fight more recently, Cell has infinitely more room for growth and bullshit power-ups.
>Vegeta has WAY less baggage associated with him.
>Krillin's wife did get eaten by him, but Cell doesn't need to, nor can he, evolve any further and Krillin has more issues with Frieza on a personal level.
>18 and 17 would be pretty strongly against it, but I imagine 17 might be a lot more ambivalent than we expect considering the fate of the universe.
>Tien, Roshi, and Piccolo should be able to pretty easily assess that Cell is a genuine martial artist who super digs the concept of a tournament, and not just a flat-out brawler with an even worse god complex.
>Gohan would on the surface level appear to be a hard sell, considering he has childhood trauma from both, but even more personal issues with the events surrounding the Cell Games, but in actuality I'd imagine he would adopt an "I can work with this" stance on Cell, especially when put next to Frieza who's kind of a loose cannon and almost abandoned his universe for the chance to kill his former enemies.
