Because English is the world's current Lingua Franca. It's present like that in the media of every country in the world that isn't trying to be super-nationalistic and push their weight around (Russia, Iran, NK, etc)

In fairness Joseph is British, of course he speaks English. JoJo is just one of those manga where except for parts 4 and 8, you can assume the characters are speaking the language of their location and not Japanese.
