How are the villains in shounen always more interesting than the lead protagonist/-s?

Lead protags are meant to be simple and relatable while villains are supposed to be a foreign identity.

Why are antags rarely super hot chicks that corrupt the male protag?
Because in shounen, the protagonist is suppose to be right, so every little thing they do badly is offensive to the reader. Villains are suppose to be wrong, but people also don't get mad at them for being right.
