Don't think so because Oda is doing a great job considering how long the guy is writing a single story for give or take 20 years. Plus the story is really enjoyable and hadblikable characters and increasing in fan service because of Sanji's time on the gender bender island.
No because One Piece has managed to maintain a mostly consistent level of quality throughout its run. /a/ hates Naruto because its absolute garbage.

To answer OP's question, yes, anything that attracts that many newfriends will inevitably have to be controlled and discouraged. One Piece's saving grace is that it isn't nearly as retarded as Naruto was.
