The thing is, hero is a vast term. Anyone can be a hero. You don't need a license or a monster record. People who try to help others (but don't necessarily succeed) in dire situations are heroic by definition. In OPM's universe heroes deal with all kinds of shit.

It's obvious. Garou's idea of a hero is idealistic. If you're not strong or gutsy enough to stand up in a situation like that or improve yourself, then you do not deserve the title.

He'd save people who are truly helpless, like the kid, in a heartbeat. However, it's not his problem that the pros can't live up to the image of a true hero the moment they face a real threat. He's there to challenge them to better themselves, not babysit them.

He simply had a different definition of a monster.

Basically he wanted to combine hero and monster together. It's possible but "unnatural" in OPM's universe. No monster ever had genuinely good intentions in their universe and heroes typically get all the love.

He calls monsters "weak humans" because of how similar they are to heroes. In a bad way. They'll enforce evil/justice no matter what, even if it means sacrificing morals completely, which ultimately spreads more and more evil. He touches upon that in the fight with Darkshine and finally in the fight with Saitama.

Saitama also spent years in some weird depressed limbo until he met crabman. Shouldn't he have had his cartoon hero awakening sooner? Nah.

No, Super S is actually a fine translation. That's actually what her name means. She's VERY S(adistic). A Big S or a Super S; it's an acceptable translation, since her name actually is referring to the slang word instead of being a pun. I'm assuming that when it's spelled with kanji, it's supposed to be translated, but for names like Tatsumaki, Saitama, and such that are spelled in kana, they're supposed to be spelled as is. Actually, I think our translators weren't supposed to translate names like Stench and Sourface.

I'm only speaking up for this one instance, at any rate. Viz messes up a lot more than they get things right.

They actually touch on the topic of police at least in one of the side stories.
The police are pretty helpless against the mysterious entities and the hero association is trying to force them to admit it for leverage up to delaying sending out heroes for a monster attacking the police to force them to ask for help but saitama happens to be there and pretends to be a policeman while destroying the monster. Mobilizing the military in an urban setting can be difficult in general though doesn't japan also have some special defense force thing or something for disasters and local crises?

Anyway one of the themes of the manga is kinda unusual weird exceptions being what's needed to battle unusual weird exceptions, that's the whole idea with s-class.

Well yeah, look at his shirt. He's projecting his own worthlessness onto heroes. All the heroes who got jobbed by the Sea king have saved countless people in lesser incidents, but human psychology dictates that if 99 people shake your hand, and one person slaps you, you remember the slap.

People like this take only take away the bad and none of the good, because they recognize on some level that they themselves are horrible people, and if they are horrible everyone else has to be.

There may be people in the army who are capable of defeating some monsters on their own, for example, but army and police aren't dedicated to dealing with monsters specifically. The requirements to join and rank up are different from HA.

Also ONE hasn't really gotten into the whole technology aspect of the series. Their government most likely has the raw fire power to deal with numerous monsters. In truth we don't get to see it because it's too mundane and HA exists. This is a series about super powered individuals.
