Im watching it for the first time and it kind of looks bad for me. Im used a 32inch tv for a monitor so anything that isn't 720p/1080p doesn't look great for me.

No not that, in the episode about stories there's a very brief flash to a scene of what looks like Kino in a bed or something, and in the same episode the 'author' character suggests that everything she experiences could just be her mind dreaming stories that are being read to her.

It's by far one of the more surreal episodes so I can't tell for sure if that's what they were implying.

No, all you can do is run a proper player like mpchc or mpv and edit the playback as much as possible, but that still deosnt make it look good. There are plenty of BDrip for 80s/90s shows, though. So you dont really have a reason to force yourself through some low res show.
