No Julio, only human-like villain is Yukari's rival who has an "evil cat" theme, kidnaps Akira, whips her and throws salt at her. I agree that they look better, but this has to be expected of manga, anime is more simplified for easy animation, you also need to consider the time spent in backgrounds, coloring, etc.

I really like how Fresh looks in the manga, I like Fresh a lot but it's no doubt that it had a lot of -Quality- and probably the less pleasant artstyle.
