People pay for porn all the time, but the problem is it can't be widely marketed on the same level as ordinary anime. There's strict laws in Japan about how porn can be sold and that effectively kneecaps the porn industry compared to the regular anime industry. Hentai studios know their profit margins are going to be tiny, so they have very small budgets for their projects. To make matters worse there's like maybe 3 hentai directors with any kind of talent so most of the time they can't do anything creative with the limited resources they have and it just ends up looking shitty and cheap.
