I think Ebara is also good but I'm not entirely sure, they did some work on the very tail end of Arc-V and not that much for Vrains yet. Ebina briefly worked with Ebara (last part of Yuya vs Yuri) to help train them as his replacement, which he mentioned on twitter a long time ago iirc.

Speed duels are terribly boring, the color palette for half the show is "blue", Link VRAINS makes no sense (why do people spend time in something where everything is a bunch of copy-paste buildings and the equivalency of chinese MMO hackers are everywhere ruining shit and getting people's accounts banned?). After the awful aftertaste Arc-V left me with, I am mildly surprised that VRAINS isn't a disappointment like I thought it would be, now that I'm caught up with it. Is it going to keep the ZEXAL quality, or is it going to be like Arc-V was, where the art diminished for six episodes until Ebina or Gil-bo could be the director? Episode 12 was a real treat for the eyes.

The duel script between Playmaker and Revolver was genuinely good, the artwork of the show was good, I'm actually liking the characters instead of just having a hard-on for Reiji and Shun, and most importantly I like how EVERYONE has the bullshit mechanic instead of just the protagonist. Noh Gil-bo's journey through the ranks is very fascinating. Began as key animator on GX in Korean studio Dongwoo Animation. Continued to work as KA for most of the 5D's but near the end was promoted to Animation Director at Dongwoo. He continued as AD on Dongwoo episodes during all of Zexal but with ARC-V he transferred directly to Gallop becoming one of their strongest assets.

He was always better animation director than key animator save for couple of his first YGO! Duel Monsters episodes where his AD work was a bit iffy but that was his training period. His GX design work and AD work are brilliant (all of the OPs and EDs were storyboarded and directed by him, he also did draw most of the stills in each OP and ED and heavily corrected absolutely everything in these sequences so everything looks like it was drawn by him). His 5D's and Zexal AD work is also fantastic. With ARC-V he got a honorary "Chief Animation Director" position so he left active AD rotation and worked mostly on bank footage, OPs and EDs. I think that only twice he actively helped as an AD and that was for Noh Gil-bo's episodes. With VRAINS he's mostly busy with design work so I don't expect him to be an active animation director save for some scarce appearances on OPs and EDs. Too bad that visual style of VRAINS doesn't really convey strengths of Hara's design work as GX did. All in all, I think Hara as AD and Ogawa Junpei as Key Animator was consistently the strongest YGO! duo.

Online is the only option since my local stores understandably carry only English products. I usually go through TCGRepublic, but I also use ebay and other general online stores if they can give me better prices.
