Because most writers are terrified of the prospect of trying to write a character that's genuinely sexually active. The fanservice and the sexual suggestiveness sells, but crossing the line into hentai doesn't, which also limits what they can do. So if they have a main character that actually bangs the girls, all sorts of scenes no longer work. MC walks in on the girl he likes naked in a private setting? Him getting flustered and apologizing and running away, or her freaking out, and getting flustered and angry with with him no longer make sense. They've already fucked so they should both be fairly casual about incidental nudity. MC ends up naked in the bath with the girl he likes and gets an erection? Him desperately trying to hide it to the point of running away no longer makes sense, nor does her freaking out and calling him a pervert, as she's already had that inside her. Logically either nothing notable happens, or the scene ends in sex, which they can't show in any detail. The girl makes sexual advances towards the guy in private? Logically the result isn't the guy freaking out and refusing, it's them having sex because they're already fucked before. Etc. etc.

In other words, there are all sorts of cheap gags for fanservice series that no longer work if the guy is sexually active with one or more of the girls, as they no longer make any sense. Scenes that teased sex before ending with some sort of joke avoidance or refusal now just kind of end as they logically proceed to sex which the series can't show. Writers would much rather stick with what's tried and true, than try and come up with that much new content.

And that's only part of it. The MC hooking up with the girl is usually the end point of a lot of series where romance is involved. If the point of the series is seeing which girl the MC will pick, then what are the writers supposed to do after he picks a girl? Write them having an actual dating relationship?
