Because she got very little development or screen time, the audience learns almost nothing about her past, her desires in life (the scene where she and the other candidates explain their reasons for wanting to be the monarch makes her much more boring than all the other girls), and really there's very little to relate to or empathize with, while Rem gets tons of screentime, we learn lots about her, and she goes to great lengths to achieve specific things in the course of the story (technical try-fail-succeed cycles which are the core of rooting for a character).

The series failed on a basic technical storytelling level. It gave us a designated love interest character and then spent almost no time actually showing her doing cool things or being interesting, and overshadowed her with a different character.
