Aside from Aizen's keikaku antics, I'm pretty sure Ulquiorra is regarded as the best Bleach antagonist because he was interesting and actually had proper buildup, such as the reveal of his number and second form.

Bleach had a lot of terrible villains.

I for one liked how he managed to not give a single fuck almost through the entire hollow Ichigo fight.
Usual shounen logic dictates that the villain should start losing their cool and shouting "NANI?!?" right around the time where the previously weak hero gains a bullshit powerup and starts tearing them a new one.
This guy on the other hand managed to remain an emotionless emo edgelord throughout.
