Chinese companies do have to obey the chinese government as to what they can publish. Three of the current major anime series out now are by chinese anime production companies. One of them looks japanese but that is only because it opened up a japanese branch office and uses that as its address. Gradually, the anime production companies will be taken over by chinese companies just like in electronics, consumer goods, automobile parts, etc.
