I think in the case of Jikan no Shihaisha it shows that it's adapted from a manhua, in particular because of the humor, and also because it lacks the typical references to Japanese culture. But it holds up really well compared to similar things from Japan. As a fantasy and action series with comedy bits it's already better than Sousei no Onmyouji or Taboo Tattoo. Also, the studio is Japanese, so it's more a China-Japan collaboration than completely Chinese.
By the way Centaur no Nayami is animated by a Chinese studio. It seems like Japan and China don't really care about where their cartoons are made.
