It could've been foreshadowed better but it's not that far-fetched. Star Platinum is the exact same type of stand as The World and Dio only found out about time stop after pushing his stand to its limits while Jotaro never even tried during his trip.

the inability to control it so he doesn't damage itself is probably a side effect of tying it the air bubbles.

If you recall, KQ's explosions normally detonate a target from the inside out, more like a particularity violent disintegration then an actual explosion, attaching it to the bubbles makes it an actual explosion that damages stuff around it, not just *it* itself.
