This isn't a thing in Japan. It's an outdated term the west created and used to differentiate between yuri with sex and yuri without sex. No one who knows what they're talking about uses the term anymore.
Yuri is anything from close female friendships to lesbians being gay. It doesn't matter how much dick they get in-between or after, what matters is how pivotal the girls' relationship is to the story and how it's presented, and Anthy and Utena fit.
Marimite, one of the most influential yuri series to modern yuri, only had a single girl who was into girls(this got very little focus)and she got married to a guy in the end.

Personally I don't call Utena a yuri series, because it's simply one part of a series with a whole lot else going on. But saying Utena isn't yuri or doesn't have yuri is wrong.
