The random cuts to the war room are confusing as hell because the character designs of the boss people are incredibly bland and none of them have been properly introduced or given names that aren't just Japan's abhorrent tendency to spew mouthfulls of title labels together in some bureaucratic word soup

They quickly jump to the green room, talking heads talk vaguely about some big picture stuff that hasn't been exposited since the montage in the opening minutes of the first episode, and then we're back to the actual character and actual plot, only now vaguely dealing with the vaguer consequences of the vague discussion in the vague room, that vaguely happened only moments ago, or something, and has immediately propagated to the characters by way of vagueportation.

Taking a moment to give us names or a quick character building moment for the war room bigwigs so I can stop making up stupid names for them would help. I forget who they are the moment the scene cuts and expunges them from relevance again. It'd also help if they kept a coherent chronology between cuts in and out of the war room because setting it up like [agents have received new orders -> [bigwigs talk about why they need to send new orders (happened before the agents received the orders?) -> [agents talk about their new orders] is both roundabout and unclear. The important information was divided between two scenes taking place at different times, but intercut in parallel, yet despite that, details were mentioned in one and then dropped, then picked back up later in the other in a way that didn't carry the continuity clearly between them. That made it difficult to follow. It didn't help that listening to bigwigs piss on each other over some other, unrelated mission in a stock 'departments dickwave' interaction detoured from the relevant content of the scene, nor that the relevant content was delivered in a drab room by nameless characters with simple designs who've received no development

For those who don't know, this is a huge trope in british sensationalist fiction. The idea is that two related characters are separated at birth due to some dramatic contrivance, and look close enough to each other that they can and do 'pass' for each other and live under the other's identity, often with something like an inheritance on the line.

The whole schtick with "Ange" and everything being a lie is that one person playing Ange isn't Ange, and the other is, and they'll be swapping these two roles constantly from here on out without telling the audience, hoping that they can mix truths in with lies until it's not clear which is which and use that to drive the mystique of the drama.

This is a show all about lies.
