Why do they waste time putting a big circle over the student's answers instead of a simple check mark off to the side?

I imagine some of that is exaggeration to make it easier for the viewer.

What seems to bother me more is that it looks like most Japanese tests are about 8-12 questions long. Do they simply have tests more often, or do they really let each question carry so much weight? Again, maybe this is all part of a visual shortcut.

There were more than a couple classes in my college degree that gave extremely short tests. It's just down to teacher preference.
