You can't really show nudity of any kind on terrestrial channels during prime-time, though exemptions might be made for educational/informational programs, I'm not sure. Cable channels aren't bound by regulations and practice self-censorship so as to not alienate their advertisers.

In any case, nudity isn't illegal if it's non-sexual in nature. A few films have nude girls that are underage, like the '68 Romeo and Juliet (Olivia Hussey was only 15), but they're far and few between because nobody wants to risk the controversy.
